Have you tried disabling all plugins and use a default WordPress theme like Twenty Twelve? This will rule out the possibility that it is a WooCommerce bug, but I doubt it really is a bug since I can't reproduce this on my development machines.
Can we have a link to your site so we can check what might be causing it?
