You can do this via Flat Rate shipping. The cost per order would be € 2. Then all additional products, perhaps split by Shipping Class, get a cost of € 1. Important to set the 'Costs added...' setting to 'Per Item', so it will calculate the total shipping based on the total number of items in the order.
