Typically, a Web server itself ( Apache, nGinx, Lightspeed, even that dreaded IIS thing ) can server flat files such as plain HTML, CSS, Javascript, and images at blistering fast speed.
But WP / WooCommerce needs a database involved in the mix. And in most cases, sites respond slow because the database server is slow. So make sure you're using a fast one.
