opus13i on "[Plugin: WooCommerce - excelling eCommerce] Sales tax does not compute"

I have created a sales tax entry and cannot get it to compute. Originally I made it for just Colorado, but even when i specify all states there is no change.

Current Settings:

WooCommerce > settings > tax
*'Enabled'
*No I will enter prices exclusive of tax
*Based on billing address
*No address
*'Standard'
*Rounding checked

My tax rate is set as a single value
tax field values
USA / CO / * / * / 2.3% / sales tax / 1

Products are listed as using the above 'standard' tax class.

What am I missing? Any help appreciated :/
