Hello,
I was asked to make my own thread from https://wordpress.org/support/topic/shipping-appearing-but-not-being-charged-included/
We had 3 orders (2 with 9.6.0 and 1 with 9.5.2 after rollback) since the last update that haven’t charged for shipping despite it being a line item.

I rolled back from 9.6.0 to 9.5.2 and it still is having the same issue.
I just tested it with cash on delivery with shipping charge https://snipboard.io/LC2OwM.jpg

After the order completes it doesn’t include shipping in the total https://snipboard.io/haiBvo.jpg
I have rolled back Woocommerce Shipping & Tax as well from 2.8.7 to 2.8.6, issue still persists
I also just noticed that when I mark I mark an order as complete that shipping does get included despite it not charging for it.
